July 10, 2023 The Town of Rutland is seeking a highly qualified individual to fill the position of Administrative Assessor to work under the direction of the principal Assessor.
The Town has approximately 9,500 residents with an approximate annual budget of $23.
3 million.
JOB RESPONSIBILITIES 1.
Open & close the Assessor's office and perform day to day operations of the office; such as answering the phone, checking the mail, send and receive emails and walk-in requests 2.
Receive and process requests for motor vehicle abatements, motor vehicle values & bill adjustments; learning mass general laws and guidelines of motor vehicle excise 3.
Learn about and maintain, the yearly chapter land program and the statutory exemption program.
Becoming the go to person for program requirements, mailing lists of residents in these programs, and the mailing, receiving, reviewing and vetting information on received applications for these programs.

Work collaboratively with other town departments, sending monthly reports, assisting with looking up information and communicating information to other departments clearly and timely 5.
Learn and perform the process of monthly deed review, land plans, land transfers and record ownership.
Enter and disseminate sales reports, conveyance information, map log updates and loc id updates 6.
Process incoming office documents like building permits, address changes, turn ins, abutters lists and other requests 7.
Attend meetings of the Board of Assessors, working with the assessor to make an agenda, moderate and record meeting minutes; learning the basics of open meeting law 8.
Process inventory and order supplies, maintain & organize office files; 9.
Learn and communicate real estate and personal property tax information, having a working knowledge for how to respond to requests from tax payers for sales, ownership, tax rate and other assessment information regarding taxes on personal property and real estate either in person, on the phone or via e-mail; 10.
Attend trainings, workshops and in-services related to the assessing field or municipal law.
Become a member of the MAAO.
Taking initiative to learn the different types of assessment tax.
Working time into daily schedule to study or learn new material amongst office duties.

Have an understanding for how interact with various residents and their different requests.
Customer service is the number one priority 12.
Enter and extract data into and out of several types of databases.
Making sure the information inputted is correct, accurate and precise.
Use learning materials, informational guidelines and books that pertain to the databases.
QUALIFICATIONS 1.
One (1) year of related work experience, supplemented by training & experience in current principles of real estate, personal property and motor vehicle assessment is preferred; 2.
Any equivalent combination of education, training & experience that provides the required knowledge, skills & abilities to perform the essential functions of the job responsibilities; 3.
Knowledge of the real estate market is helpful; 4.
Have the ability to take classes with the Massachusetts Association of Assessing Officers; 5.
Pass the DLS course 101 within a year of start date; 6.
Possess a valid Class D Motor Vehicle driver's license; 7.
Proficient in Microsoft Office, including Word & Excel; 8.
Ability to learn new computer programs, etc; 9.
Ability to sit or stand for long periods of time; 10.
Customer service experience must; 11.
Ability to multitask and handle demands of several requests at once; 12.
Excellent organizational skills; COMPENSATION:
OAD3, Step 2 - $22.
06 per hour SCHEDULE:
Flexible Daytime Hours Up To 19 Hours Per Week
